Job Description
This function includes leading and managing Building Services & Tenancy Management team operations and also co-ordinating and ensuring that tenant fit-out guidelines and tenants’ fulfilment of the detailed requirements, example - design drawings/visuals, government and/or consultant’s applications/approvals, M&E works, insurance, fit-out deposit and in-house rules are carried out for the fitting-out, refitting and reinstatement of tenanted areas. He/She will be acting as a liaison between the tenant and property manager.

Role reports to Operations Manager/Head of Operations.
Duties and Responsibilities
Building Services Operations: -
• Plan and organize preventive maintenance for all Building Services and related works.
• Oversee Building Services works and monitoring of outsourced services’ providers performance quality.
• Evaluate the work quality of outsourced service providers and ensure that high standard of maintenance, operational efficiency and cleanliness of the buildings are achieved at the agreed service levels.
• Responsible for the administration of all contractual obligations for maintenance contracts including housekeeping, landscape, carpark management system, pest control, building defects, upgrading, etc.
• Review of contracts specifications to ensure cost effectiveness and competitiveness.
• Plan, conduct, supervise and carry out inspections to buildings and follow up on rectification works thereafter.
• Identify, recommend, plan and implement building improvement strategy, propose rectification & preventive works/programmes for the building and also champion adhoc projects as and when required.
• Management of Building Services works budget and assist in preparation for fiscal year budget.
Tenancy Management: -
• Hand-over of premises to tenant on the appointed date & time as arranged and tenant is to take-over site upon satisfactory inspection by its representatives.
• Act as liaison person relating to tenancy matters on fitting out/refitting/reinstatement works and ensure that guidelines on such works are executed.
• Liaise with relevant departments and assist in repair and maintenance checks/schedules on M&E matters related to tenants.
• Oversee property maintenance of tenant related areas and assist in preparation for fiscal year budget.
• Attend to complaints & requests from tenants/public and ensure that necessary follow up actions are carried out immediately so as to maintain good service level to tenants. Proper records should be kept of the complaints/feedback and shall disseminate the matter to the relevant departments for follow-up action.
• Issue circulars and notices to tenants for compliance or enforcement of the rules & regulations including the relevant authorities’ requirements.
• Source for subdivision/amalgamation quotations for the necessary works and gather all comments and information upon receiving Leasing Department’s request for prospective tenants.
• Ensure tenant and their contractors complies all requirements as per fit out guidelines and reinstatement criteria.
• Conduct periodic monitoring of fit-out works and post-fit out works inspection.
• Responsible for insurance matters including claims and follow-up on all outstanding claims for the building on tenants related issues.
• Assist Operations Manager/Head of Operations to uphold the Rules and Regulations, SOPs and make recommendations to Operations Manager/Head of Operations for improvements on workflow and processes.

Job Requirements

  • Degree or diploma in property or real estate or facilities management related field is strongly desired.
  • 3-5 years of relevant experience in commercial/retail mall property management, or tenancy management.
  • Good knowledge of statutory requirements on building services, facility operations, maintenance and including WSH regulations.
  • Strong knowledge and ability to read and understand drawings and technical specifications
  • Good interpersonal, communication, customer management skills and problem solving ability is a must.
